Landlord & Property Sale Certificates FAQs

The Housing Standards Regulations (S.I. 137 of 2019) require that all rental properties have an electrical installation that is in good repair and safe condition. While the regulations don’t specify an EICR by name, an up-to-date EICR is the standard way to demonstrate compliance with the electrical safety requirements. Insurance companies increasingly require EICRs before insuring rental properties. RTB inspections and local authority enforcement activities are increasingly checking for evidence of electrical compliance. We strongly recommend every Cork rental property has an EICR every 5 years.
If work has been carried out on the property since it was built (consumer unit replacement, rewiring, extension wiring), your solicitor will want to see the original Electrical Installation Certificate (EIC) for that work. If you can’t produce the original EIC, an EICR on the current installation is usually accepted as an alternative. We can carry out the inspection and issue the EICR typically within a week. Call us early in the conveyancing process — don’t wait until the week of completion.
For standard domestic properties (3-4 bed house, standard consumer unit configuration), we can typically carry out the inspection and issue the EICR within 2–3 working days of the visit. For urgent transaction deadlines, call us directly on 021 203 2045 and explain the situation — in most cases we can arrange the inspection within 24–48 hours and issue the certificate on the day of or the day after the inspection.
An EICR doesn’t fail in the NCT sense. It produces a satisfactory result if no C1 or C2 observations are found, and an unsatisfactory result if one or more C1 or C2 items are identified. An unsatisfactory result means remedial works are needed, but it doesn’t invalidate the transaction — it’s a matter of who carries out and pays for the remedial works before or as a condition of completion. We issue a re-test certificate confirming satisfactory condition once remedials are completed.

For residential rental properties, an EICR every 5 years is the widely recommended standard, aligned with UK regulations and increasingly expected by Irish insurers and letting agents. For higher-risk properties (older wiring, repeated fault history, properties with electric storage heating, or properties with swimming pools or outbuildings), a 3-year cycle is advisable. We note the recommended next inspection date on every EICR we issue.
Yes — we issue the EICR and carry out any C1 and C2 remedial works ourselves. We don’t leave landlords with a report and a list of jobs to find other contractors for. When remedial works are required, we issue a fixed-price quotation alongside the EICR. Once the work is done, we re-test and issue a satisfactory re-test certificate. One contractor handles the whole process.
Common C1 and C2 observations in Cork rental properties include: no RCD protection on socket circuits (required in current regulations); absent or inadequate supplementary bonding in bathrooms (required for safety in wet areas); overcurrent protection devices that are too highly rated for the cables they protect; deteriorated insulation on older wiring; and consumer units with no RCDs at all (common in properties with older split-load boards that have had MCBs added over time). Most remedials are straightforward and can be completed in a single visit.
